I need to answer this question from a environmental point.... The
question is as follows:
1.) WHAT SHOULD YOU PAY FOR A GALLON OF GAS?
2.) SOME PEOPLE SUGGEST THAT MONEY FROM A SIZABLE GASOLINE TAX COULD
BE USED SOMEHOW TO OFFSET ADDITIONAL COSTS TO THE WORKING POOR AND TO
FUND OTHER WORTHWHILE PROGRAMS. IS INCREASING THE PRICE OF GASOLINE
BY TAXATION TO ENCOURAGE CONSERVATION A GOOD IDEA? WHY?

Hello,

Here are some sites that address your questions:

***Environmentalist Tom Doggett estimates the "true cost" of gas at
$15.14 a gallon. (http://www.progress.org/gasoline.htm) An
accompanying article at (http://www.progress.org/cobb01.htm) discusses
your second question.

***Doggett might have gotten his figure from the International Center
for Technology Assessment, an environmentalist group that also claims
gas should cost $15.14 a gallon.
(http://www.icta.org/projects/trans/rlprexsm.htm) The ICTA study is
mentioned on many other Web sites.

***A 1994 Center for Urban Transportation Research article at
(http://www.fccdr.usf.edu/projects/tlushtml/tlus50.htm) cites a true
cost of nearly $5 a gallon.

***It's $3.50 or more, says a Florida regional
planner.(http://sustainable.state.fl.us/fdi/fscc/news/world/0008/bushgas.htm)

***A public-transportation consultant says $3 to $4 is a proper price.

***The prestigious Union of Concerned
Scientists(http://www.ucsusa.org/vehicles/pipeline.html) discusses how
pump prices do not reflect gasoline's cost, but does not provide an
estimate of that true cost.

***Nobel laureate Gary S. Becker says raising says raising gasoline
taxes would encourage the use of more-efficient cars
(http://www.businessweek.com/magazine/content/02_21/b3784039.htm)

***Berkeley economist Hal R. Varian agrees
(http://www.nytimes.com/2000/10/19/business/19SCEN.html?printpage=yes).

***As does the El Paso Solar Energy Association
(http://www.epsea.org/seasun.html).

***Jonathan Rauch of the National Journal argues that a higher gas tax
can help fight terrorism (http://reason.com/rauch/020902.shtml).

***For an argument against higher gasoline taxes, see a report from
the conservative Heartland Institute
(http://www.heartland.org/studies/gwag-sum.htm).

I hope this answer meets your needs. Good luck.
