I am looking to advertise a service to a specific audience. 

For this purpose I am looking for web sites that target and are the
most popular among the  expatriate communities of people from the
Philippines, Thailand and South Africa. In other words, I am
interested in getting the list of web sites that are most likely to be
visited by people from these countries (or with ties to those
countries) who are living abroad.

Examples of typical people I have in mind would be: 
an engineer from the Philippines working in North America
a student from Thailand studying in Sweden
a nanny from the Philippines working in Hong Kong and so on.

I need URL's for top 3-5 web sites for each country. One requirement
is that they accept banner or text link advertising.
