What kind of medication is neophilin? I see this drug used all the
time in a Japanese manga I'm reading that's based in a hospital. It's
usually given intravenously, and I think it has something to do with
the lungs as so far the only patients to receive it have had trouble
breathing or had asthma. A simple Google search only gives one page in
Japanese but it only mentions the drug, not its use or action.

The correct spelling of the drug's name is 'Neophyllin'. As you've
mentioned, this drug is commonly used in Japan in treating patients
with breathing problems or asthma. It is generally given
intravenously, either by injection into a vein or by drip infusion.

Neophyllin is manufactured in Japan by Eisai Co, Ltd. The active
ingredient of Neophyllin is aminophylline.

INDICATIONS
Bronchial asthma, asthmatic (asthmatoid) bronchitis, cor pulmonale,
congestive heart failure, pulmonary edema, cardiac asthma,
Cheyne-Stokes respiration, dyspnea caused by obstructive pulmonary
diseases (pulmonary emphysema and chronic bronchitis, etc.), angina
pectoris (prevention of attack) and acute stage on cerebral apoplexy

DOSAGE AND ADMINISTRATION
In usual adults, NEOPHYLLIN Injection is diluted with isotonic sodium
chloride solution or glucose solution, and administered intravenously
at a dose of 250 mg of aminophylline,gradually over 5-10 min once to
twice daily. If necessary, it is intravenous drip-infused."

If you want to learn more about Neophyllin, search for theophyllline
and aminophylline as thes will hava an abundance of data published for
the pharmakoekinetics (used in USA)
