Hello.
First of all, it's important to understand that NASA (National
Aeronautics and Space Administration) was created in 1958 when an
existing organization called the National Advisory Committee for
Aeronautics (NACA) was renamed and reorganized.
So who came up with the name NASA?
James R. Killian, Jr., Percival Brundage and Nelson A. Rockefeller
proposed the name change from "NACA" to "NASA" in a memo submitted to
President Dwight D. Eisenhower on March 5, 1958.

'...on March 5 (1958), the President's Advisory Committee on
Government Organization chair Nelson Rockefeller, James Killian, and
Bureau of the Budget Director Percival Brundage recommended to
Eisenhower that "leadership of the civil space effort be lodged in a
strengthened and redesignated National Advisory Committee for
Astronautics."42 Eisenhower immediately authorized their proposal and
assigned the Bureau of the Budget to draft the required legislation.'

The memo was entitled, "Memorandum for the President, Organization for
Civil Space Programs" with attached "Summary of Advantages and
Disadvantages of Alternative Organizational Arrangements."

'Recommendation No. 2....
Specifically the amendments should:
a. Rename NACA the National Aeronautical and Space Agency to get away
from the limited connotations of the term of "aeronautics" when used
alone and to recognize that NACA has long since ceased to be an
"advisory committee as the term is customarily used.'

Several weeks later, on April 2, 1958, President Eisenhower submitted
the plan for NASA to Congress. A few months later, Congress changed
the last word in the NASA acronym from "Agency" to "Administration."
