.BIN-files are indeed a type of cd image files. Usually these files
come together with a .CUE file. There are several programs you can use
to burn a bin/cue pair to a cd.
Nero Burning Rom:
You can get a fully functional demo for this program at
http://www.nero.com . Make sure you download a recent version (5.5 or
later), as older versions do not recognize the bin/cue format.
A detailed explanation as to how you can burn bin/cue files with Nero

Another program you can use is CDRWin, available from Golden Hawk
Technologies:

This program also has direct support for BIN/CUE files, however in my
opinion Nero is more user friendly.
If you don't have the cue file that normally accompanies the bin, or
if you want to use your own favourite burning program, you can convert
the .BIN file to a .ISO file.
This can be achieved with WINISO, available at
http://www.winiso.com
Or with BIN2ISO:
http://users.eastlink.ca/~doiron/bin2iso/
Bin2ISO is also capable of generating a .cue file from a .bin.
Once you convert the bin to an iso, you can use most burning programs,
as nearly all burning programs have support for the ISO standard.
The program Isobuster (http://www.isobuster.com) even allows to
extract the files contained in a .bin file directly to hard disk
(after which they can be written to a cd with any burning program)
When trying out these different programs for the first time, it might
be wise to use a CDRW, to avoid wasting CD's on failed trials.
