I'm looking for a Lotus Notes application that works with the latest
Notes server and client to allow a medium sized office to track their
time and expenses. Data entry should work both online and offline.
There should be a good capability for manager aproval of expenses. The
system must be able to feed data into QuickBooks for accounting and
billing. I would like to spend less than $2,000 for this solution
including source code so that we can make modifications if necessary.

At this time, I'm only interested in packaged solutions from companies
with that have great references for their product.

You should check out ClickTime at www.clicktime.com - it's got all the
features you're asking for, including offline entry. (Not Notes-based,
but since it's hosted you won't need a server anyway.)

Very interesting product, but I'm specifically looking for a solution
that will run within my clients Lotus Notes infrastructure.

T&E apps with export to Quickbooks is not a complicated app to build
in Notes.  That's why I doubt you'll find an "off the shelf product",
other than those that may be overkill for what you need.  I'd
recommend looking at having an app built.  That's what Notes is for.
