Howdy downeasta-ga,
They are called "water crackers" because one of the main ingredients used to
make them is ... water! Flour is the other main ingredient.
From the Bent's Cookie Factory's description of their water cracker.
http://www.bentscookiefactory.com/cracker.htm
"The Water Cracker is made with the highest quality flour and cold water ..."
Depending on the recipe, water crackers are similar to hardtack. From a web
page titled "Hardtack History and Recipe."
http://users.lmi.net/mcm20me/20th_Maine/CompG/research/hardtack.htm
"When Pierotti bought the company in 1944, the company had stopped making
hardtack. Instead, it made its sister cracker, the Bent's Cold Water Cracker,
which has sold on trains and ships since 1801."
If you need any clarification, feel free to ask.
