Iam searching for a computer program that does the following:
translate English to Japanese and Japanese to English.  Something that
is fair in price and can be used with my English Windows XP program. 
I live in Honolulu, Hawaii, please find me a source for purchase?

4) Also worth mentioning is software form Systran and XLSoft, these
are marketed as professional language traslators and cost from $900,
so I have not included them, but if you are interested let me know,

Translate by LogoMedia claims that "The E>J (English to Japanese)
engine has been marketed in Japan, the worlds largest translation
market, for over a decade and has over one million users and the
largest market share."

They have a $99 version or a $199 version which comes with technical
dictionaries.

To try the quality of translation, you can go to the LogoMedia website
and sign up for a free limited trial of their web-based translation,
which is customizable to a point:

Aloha!

My work as a web programmer often requires me to do the same. If you
just need to translate the occaisional paragraph (like me), there are
some free online services which might be useful. These two offer
English/Japanese/English translations:

InterTran
http://www.tranexp.com:2000/InterTran?

Babelfish
http://babelfish.altavista.com

Note: I've only personally had experience with the Chinese
translations through babelfish, and later having these re-checked by a
person - the results were quite disappointing.

I can't comment on the InterTran service's accuracy because I haven't
had any checked yet. They also have a downloadable package with
different pricing levels depending on the size of the dictionaries -
prices range from US$90 up to US$130 depending on the dictionary size
(40,000 up to 120,000 words). They offer XP as a choice.

Google Categories - many links specifically related to translation
software - many of these vendors allow you to purchase online and they
will deliver the package to you, or you can download direct.

Google also has a translation service which I find quite reliable,
(unfortunately no Japanese service yet!)

Also Note:
You shouldn't have a problem with any of the above on your XP system,
but whereever possible, specify with the vendor that you want an
English XP version (or an assurance it works on XP).

You may also need to download the Japanese language support for XP
before your system will display Japanese characters. If you need help
