Wheat flour is made by taking the coarse parts of whole wheat kernel
(the germ, husk, and bran) and removing them.
With whole wheat flour, the whole wheat kernels are processed intact,
except for the husk (which is inedible).
Buckwheat is an entirely different grain. (Actually it?s an herb; see
