right now i am living on ft bragg, nc, zip 28310 in the barracks. i
have road runner cable and unfortunately so does everyone else.
playing simple well written network coded games like half life are
impossible pinging servers within my state at 150ms. on an average day
i ping about 250 and spike to 500, on and off peak hours everyday.
there are many days which it takes about a minute to load ebay up. ive
done a fresh install and tweaked the hell out of my system but i
havent seen any improvement.

what alternatives are there? im willing to pay $50-60 a month just for
internet and i dont have a hard phone line.

Since you do not have a Hard Phone Line it would be impossible to
receive DSL which would obviously be your alternative.  You could try
to find out if the army base uses a T3 or T1 connection to the
internet that you could try to hook up to.  Or you could go the route
of Satellite internet.  http://dslbroker.com seems like it could be a
viable answer to your question.
