I have a site that is hosted on a Windows based server and I am
looking for a script to process a form.  The script should be able to
do the following:

1.  Have multiple methods of handling the data from the form.  Such as
sending the data as an email or storing the data in a file.

2.  Send an email of the data to the administrator of the form.

3.  Send an email of the data to an address that is filled in on the form.

4.  Validate fields on the form so that if the user does have an error
they do not have to fill out the form again.

Dreamweaver MX will be used to design the form.  The script should be
able to be used by someone that does not have a programming
background.  A program that is able to import the form and then
construct the necessary script is acceptable.

Do you have the possibility to run php scripts?

You have given some guidelines but it might be beneficial to check out
the asp link above to find the right script for your site
