I have compaq prosignia 165 , PII 128 RAM, windows 98 SE.
recently obtain Cayman Netopia DSL modem.
connected everything and all lights flashing correctly (dsl link and
dsl sync signal, ethernet link/sync signals, and USB link [depending
whether im using ethernet or USB link]).
initially the modem have to be accessed via a browser with an IP
address (192.168.xxx.xxx) where i put a username and password.  i keep
getting msg saying can't load the page. I tried to ping the modem, and
i get a reply.  However couldn't telnet to it (despite the fact that i
should be able to according to tech. support).
I've been with tech support several times and tried several solutions.
There's no proxy in the LAN settings.  I don't have a firewall (never
had one either), and my anti-virus been disabled for ages.  In TCP/IP
settings under Network in control panel i used the setting to
automatically detect IP, and then tried again with the specific
IP/DHCP/gateways/DNS servers settings (both are settings can be used
for the ISP).
I removed all TCP/IP protocols and put them again.  I re-installed the
ethernet PCMCIA card files (conceptronic SP100TLC) and re-installed
the USB driver files for the DSL modem. I downloaded the latest DUN
(dial-up networking) files from microsoft website.  My web-browser is
working fine because previously i was using dialup modem ISP and it
was fine. I'm not in a network.

In all these situations above i tried connecting throught (1): the
ethernet card, (2): the USB link.  In both cases i could only ping the
modem and receive a reply, but cannot telnet to the modem, or connect
to the modem via it's IP address given to me by the ISP techies so i
can put in the username/password.

I took the modem itself to a friend's laptop (he's running winXP), the
modem works fine, i managed to access the 192.168.xxx.xxx IP address ,
put the username/password.  went back to my own laptop, same problem
again.

someone suggested it's the winsock that needs reinstalling.  did that
, no difference.  My DSL account is activated and phone line is DSL
activated, and there's a filter on the phone-line.

It seems everything is fine and the laptop is allowing ping packets to
reach the modem BUT NOT other forms of packets.

So it can be the OS that's just not compatible.

I need a definite answer and not suggestions. But i'm open to clarifications.

oh and by the way, reinstalling or upgrading the OS is not possible,
nor is adding and extra hardward (e.g. try to load up an OS from an
external HD), and besides i only have one USB port and i'm sharing it
between optical mouse, the DSL modem's USB link, the PDA (to sync),
and external CD-burner!

If you can successfully ping the modem but can't see it
in your browser, it would seem to be the browser
configuration. Have you gone to Tools -> Internet Options
-> Connections and Setup the DSL connection there?

well it's connected to the laptop via ethernet link.  So it assumes a
LAN position. and ya i did go to the LAN settings in internet options
-> connections, made sure there are no proxy settings and everything
is detected automically as it should be

oh , and also made sure all dialup settings are off just incase they might interfere

Sorry to say this, but you should always keep the felxability to be
able to format and reinstall your operating system.  Especially with
Windows 98, I work as a technician at a computer store and see
countless problems like this that just have no other answer than to
reinstall Windows.  You have a CD burner, bite the bullet, back up all
your crucial data then reinstall 98..

On the Netopia site, i found this article:

Step 3 says that if you're unable to establish a Telnet connection to
try to connect to the console port using Hyperterminal.   Have you
tried that yet and if so, what happened?  Also, do you have most the
service packs and updates installed??   DSL wasn't around when '98
came out so I don't think it includes DSL support without the updates.
