It was at least 15 years ago --- maybe more.  An unrelated girl and
boy each went  missing from different campgrounds.  Sometime later, a picture
was found in a parking lot of the two of them both bound and gagged. 
What ever happened?  I was a kid when I saw it on the news, but don't
remember seeing any followup story.  What were their names or is there
any website about the case?  Were they ever found (alive ordead)? 
I've wondered about this for a long time -- because I remember, as a
kid, hoping they would be found ok.  I don't remember anything more
about the case ...

The case you are inquiring about, I believe, is that of Tara Leigh
Calico who has been missing since September 20, 1988 from Belen, New
Mexico. A polaroid photo was found in a convenience store's parking
lot nine months after her disappearance, and an unidentified boy was
also in the photo. Some people believe the boy in the photo was a
child who vanished in April 1988 from the same area of New Mexico as
Calico. His name was Michael Henley and he was nine years old when he
