For each country, I need to know hyperlinks to privacy laws enacted after the
year 2000 for each of theses countries Chile, Brazil, Argentina,
Germany, and India? All I need is hyperlinks to articles.

I have found the most recent information concerning  privacy laws in
the countries of the world, including Brazil, Argentina, Germany,
Chile and India.

The document “Privacy and Human Rights 2000 – An International Survey
of Privacy Laws and Developments” is available online at

  “This survey, by EPIC and Privacy International, reviews the state
of privacy in over fifty countries around the world. The survey
examines a wide range of privacy issues including, data protection,
telephone tapping, genetic databases, ID systems and freedom of
information laws. The report finds that there is a worldwide
regocnition of privacy as a fundamental human right. Many countries
around the world are enacting comprehenisve data protection law to
safeguard individual privacy increase. However at the same time,
privacy is increasingly being undermined by technical advances and the
demands of intelligence and law enforcement agencies for increase
surveillance powers. There is a strong need for improved oversight and
stricter enforcement of current laws to ensure that legal protections
are not ignored as threats to personal privacy increase.”

which I didn't thoroughly read through before doing my own research.
Sorry.....don't bother to pay if you don't want since you basically
have all this information in the unfinished answer submitted by
zerocattle-ga. Even researchers can feel like a dunce!

I'm sorry I couldn't complete this research tonight. Hopefully someone

This is what I have so far:

A group called Privacy International appears to be keeping track of
privacy issues in countries all over the world. Unfortunately, the
2001 report is not online yet, and can only be purchased:

version of information on the site I listed first in my comment above:
http://www.privacyinternational.org -- it has information up to 2000,
but not beyond.
