Dear mcisencraft-ga; Thank you for allowing me an opportunity to answer your interesting question. Per your request I am reposting this as an answer in order to close your question: According to this June 2002 Study conducted by the FEDERAL BUREAU OF JUSTICE the recidivism rate for convicted arsonists is 57.7%, well below that of most other crimes. FEDERAL BUREAU OF JUSTICE STATISTICS: RECIDIVISM STUDY http://www.cor.state.pa.us/stats/lib/stats/BJS%20Recidivism%20Study.pdf Other relevant documents may be found here: NATIONAL CRIMINAL JUSTICE REFERENCE SERVICE http://virlib.ncjrs.org/corr.asp?category=44&subcategory=26 (Many of these documents are surprisingly rather current) US DEPARTMENT OF JUSTICE / OFFICE OF JUSTICE PROGRAMS http://www.ojp.usdoj.gov/bjs/crimoff.htm#recidivism US DEPARTMENT OF JUSTICE PAROLE AND PROBATION POPULATIONS, 1997 http://www.ojp.usdoj.gov/bjs/abstract/papp97.htm RELEVANCE TO SECURITY http://www.dss.mil/nf/adr/crime/crimeT.htm Related to US Department of Defense. See in particular the links entitled: ?STATISTICS ON ADULT RECIDIVISM? and ?STATISTICS ON JUVENILE RECIDIVISM? Below you will find that I have carefully defined my search strategy for you in the event that you need to search for more information. By following the same type of searches that I did you may be able to enhance the research I have provided even further. I hope you find that my research exceeds your expectations. You say qualify for payment. Does that mean I would receive pauyment for the asnwers? I am rpeared to conduct this research and provide authoritative answers, as I am a legal and psycholigical research analyst, by profession. As an indicator for Question 1 Do arsonists seem to start fires when they get out of prison more than other types of career criminals? Answer: a) Yes. 73% of arsonists after release start fires again within 90 days. b) The reason we use the word "career criminals" is to distinguish their speciality in crimes. Not to segment them, as general criminals who commit crime for a living. c) In the same manner as we have career professionals like doctors, lawyers and dentists who specialise by way of occupation derived by formal education, career criminals also specialise in segmented criminal activity. d) These segments are for example, theft, robbery, car jacking, drugs, rape, assault etc. Arsonists are one of these segmental categories. e) A true arsonist is habitual in nature and desire. It is in fact a physiological need that must be satisfied, such as eating, drinking etc. over which they have little control, such as a drug addict or cigarette smoker. The difference is that the addiction is based on the necessity to satisfy a ?pleasure? need and that is the addiction. f) That is why the reoffence rate worldwide, is 73% and it is an area of study that is ignored because of intrinsic difficulties associated with the general rejection (by arsonists) of the concept that their activities are genetically inherent and that arson satisfies a physiological need. It is akin to an alcoholic who will not admit to being an alcoholic. g) Then there are different forms of arsonists, which are calculating based on their needs, such as commercial (for profit or gain), domineering (to establish control and fear) and agricultural, to control land and rotational agriculture. h) These are just shortened examples and a sample, of what you may expect in answer to your questions. |
