I would like to find out more about the activities of Lt-Col J F C Carter (1882-1944) during his time with the Metropolitan Police from 1919-1940. According to Who's Who, he served as Deputy Assistant Commissioner (1922-1938) and Assistant Commissioner (1938-1940). It appears that he ran the Intelligence gathering activities. I have already run Google searches but these have only produced snippets of information. Carter is also briefly mentioned in various books and docs in the National Archives.
