Anti dog measure product needed

I have a neighbor who has dogs.  My bedroom window is facing one side
of their house.  Their dogs like to come to that side in the morning
and bark very loudly and wake me up.  The neighbor has indicated they
won?t do anything about it, and the police says there is nothing they
can do about such a problem if it happens after 6am.

I there something (like a high frequency siren) that I can buy and
point outside my window that will scare the dogs away to the other
side of the house?

Hi again sherpaj,

I?ve been a victim of the barking dog syndrome myself. What perplexes
me the most is how the constant racket doesn?t bother the owners!
However, as an animal lover, I don?t blame the bored/hungry/thirsty
dog, but the often negligent pet owner who has no concern for
neighbors.

The City of Albuquerque recommends the following:
A soda can with pebbles--has an effect on both dogs and cats that is
the pet equivalent of running your fingernails down a blackboard. Put
some pebbles or small coins in an empty soda can and tape the opening
shut. When the barking dog doesn't respond to the command to be quiet,
shake the can a couple of times. They don't like the sound, so they
often stop what they're doing when they hear it. When they stop
barking, praise them immediately. For more stubborn cases, hurling the
can towards the culprit (but not directly at him) will have the same
effect. Once again, praise the dog immediately after you get the
desired result.

Are there any independent reviews of these type products.  Any
consumer reports on their actual effectiveness, something to use
before making a purchase.

?For the electronic shock collar, two (25%) of eight owners reported a
decrease (i.e., less or much less) in all three indices measured. 
Four (50%) of eight owners reported no change at all, and two (25%)
owners reported a decrease in frequency with some or no change in
duration but unchanged intensity of the barking episodes.  Overall,
four (50%) of the owners reported satisfaction with the electronic
shock collar. For the failure cases, owners commented that the dogs
seemed to "choose to put up with the shock and bark anyway."  Some
dogs made a painful cry, then continued barking; others did not react
in any way the owners could see.   The manufacturer provides a testing
device with each collar that enables the user to check for its proper
functioning according to specifications.  Owners did not have a
problem with the operation of the electronic shock collar and did not
object to having to charge it overnight, every night.?

Buy a Lion.

Whenever a Lion roars, every dog in the neighbourhood goes into hiding.

If you can't find a decent lion on ebay get a recorded roar and a huge amp.

Hey Bryan... not such a far-fetched idea.  The stables where I used to
keep my horse, Rocky, were next door to a zoo.  When the first lion
moved in, and the "morning roar" was first heard, lots of freaked out
ponies ensued.  The zoo also did a (dear oh dear) "roaring" trade in
deceased horses... what else do you do with half a tonne of meat?

Hi, Araminty

Yes!

I used to live in the Netherlands and occasionally we went to the
local Zoo where you could take your dog.

At that time, we had an Afghan Hound (not a good idea!) and, one day,
the lion let rip. He was nowhere in sight but a hush fell on the whole
place and poor Solomon (for such was his name) was absolutely
terrified.

It was probably just a Cowardly Lion but he certainly knew how to roar.

I got the Super Bark Free, but it isn't working (for a number of
reason).  I'll call the company and keep you posted.
