You can find out how many people use Live Journal (one of the biggest
journal sites out there with over 500000 users) here:

http://www.livejournal.com/stats/stats.txt

Looking for Germany will give you:
country	DE	2171

As there are other sites offereing personal web logs I would presume
you can take that x3 or x4 or even more. I know that Live Journal is
one of the biggest web log sites out there, but sadly I cannot tell
you which % of the total web log community this is. So the above x3-x4
is nothing more than a guess.

Another problem is that people do not have to give the currect
information for the country they are in, which adds a bit of
uncertainty to the statistics.

I hope this gave you a rough guideline at least. Good luck on getting
a full answer.

Hi,

  In India, the number is probably less than a thousand. People in
India just don't have the time to blog, be it students, or employees.
Internet cost is too high to waste time on blogging.
