Hello,

1.  I need to know what (if any) agency in Guatemala City, Guatemala
serves the same function as the FCC in the US.

2.  More importantly I need to find out if there are any restrictions
in the usage of the 2.4, 5.8, and 24GHz frequency ranges.  Focusing on
wireless communications based on the 802.11 protocols.

By restrictions I mean, power limits for indoor/outdoor use, licence
fees, and other considerations which may impede it's implemintation.

I'm already aware of distance, and line of sight limitations.
