Does the state of Arizona automatically seal juvenile crime records
once an individual reaches 18?  If so, how long has the state been
doing this?

While some states have policies for the automatic destruction
of juvenile records upon the subject reaching the age of 
majority, Arizona is not one of them.

That some states do this is borne out by this quote from
a pdf file on the website of the National Conference of
State Legislators, titled 'State Criminal Records' by 
Blake Harrison:

"Virginia law, for example, calls for the automatic, annual
 expungement of all court records for juveniles who are age
 19, provided they meet certain requirements."

The resulting article, written in response to a concerned
parent asking about sealing his son's records, states:

"Whether you will be able to seal -- sometimes called expunge
 -- your son's record depends on the law in your state. Many
 states do, indeed, allow juveniles to seal their records if
 the offenses were relatively mild and the juvenile has
 remained clear of the law for a certain time."

"Arizona Law (A.R.S. S 8-349) states the rule on how to
 destroy a juvenile's court records, or 'expunging' one's
 file. If you satisfy all of the requirements of this Law
 [be at least 19 years of age, not have been convicted of
 a felony offense, there are no criminal charges pending,
 and completing all of the terms and conditions of court
 ordered probation] then you could get your file erased."

The Superior Court of Arizona, Maricopa County, has a page
which also answers the question regarding the destruction
of juvenile records:

"Under certain conditions ? Yes. But only a Juvenile Court
 Judge can order the destruction, and the person wanting
 his record destroyed must file a Request for Destruction
 of Records with the Clerk of the Court."

"A person can file a Request for Destruction only for his
 own records and must be at least 18 years old to make the
 request."

"Parents cannot make requests for the destruction of their
 adult child?s juvenile record."

"Requests can be made only for delinquent and incorrigible
 records. Dependency, Severance and Adoption Records cannot
 be destroyed."

"Arizona law describes the conditions in which records can
 be destroyed. ARS 8-349"
