I would like to have a rule that determines what the "reply to"
address and the POP server (email account) that is used for SPECIFC
EMAIL ADDRESSES that I write to.

For example:
If I compose an email to john@hotmail.com, I would like it to
automatically go via one email account preferences (pop server and
reply to address)
If I compose an email to fred@hotmail.com, I might like it to
automaticall go via a second email account preferences (pop server and
reply to address)

In clarification: Yes, I do have multiple email accounts. I would like
each email account to be delivered via its own specific POP server as
well.

You haven't said which version of Outlook you have.

I have experience of Outlook 97, 98, and 2000, and I don't believe you
can do what you want to do with any of those versions (certainly not
'out-of-the-box').

You can specify which account to send an email from (and have
different accounts for different servers) manually, but I do not know
of a rule or other automation tool that you can use.

You might consider setting up multiple profiles, one for each email/pop.
