The networks are generally very closed to random people pitching
ideas. Most reality TV shows were pitched by longtime producers, or
people with money (Trump).
The pitch processes I have seen are harsh and complicated, even more
so for documentries, which is the field I work in. Usually, one
presents a pilot segment (5 minutes or less), focus group polling,
market data and a binder of other things, including detailed subject
research.
That being said, go for it. Generally, the corporate contact page on
their websites is a good place to start. The media contact can point
you to the right person or department.

Viacom owns both MTV and CBS I think, so CBS would be the production
head for a reality show with MTV.
