I am looking for average costs for businesses to develop and
distribute mail coupons.

Let's use a restaurant for example. It needs to send coupons out to
5,000 consumers in surrounding zip codes. It also needs a company to
develop the coupons (graphic work and printing).

What are the estimated prices for insert and self-mailed coupons?

That question is a little generic, care to respecify?
How large of a distribution? Local, Regional, National?
Is it going to be a leaflet with coupons, or a coupon
book? Will it be an insert, or a self mailed product?
By develop, do you mean hiring a graphic artist to come
up with them? Do you want to include costs of inhouse
creation, or jobbing it to another company?
