I need at least four examples where the Council of European Union http://www.consilium.eu.int/ decision was changed by a change from one or more of the member states (for reasons such as wrong uderstanding of vote by the Council president, wrong information at the B-item debate) AFTER a political agreement has been reached useing a Qualified Majority Voting http://en.wikipedia.org/wiki/Qualified_Majority_Voting but BEFORE formal approval of the political agreement in a A-item vote. I pay 3 USD per example. |

(Sep., 1995), pp. 351-370. I found this Article in JSTOR--There are some examples of different decisions toward the end, though I am not sure they meet your criteria. |
