Dear tooter10-ga,
According to this web site on the Bridges and Tunnels of Allegheny
County and Pittsburgh, PA., the Armstrong Tunnel was built 1926-27.
The bend in the river, one legend has it, was a mistake, but the
author produces other evidence that it was "more to do with mines or
other geological factors, property rights (including Duquesne
University), alignments with existing or proposed roads (like the 10th
St Bridge)."
The web site provides maps to support the evidence and additional
information on the tunnel.

unclear, then please ask for clarification of this research before

soon as I receive it.
