There are a huge number of different solutions as to how to place a
voting system onto your website.  A lot depends on your choice of
programming language and how involved you wish to be.  In general, it
is a very simple and rewarding thing to set up.

I would not really wish to recommend any specific web poll system as
it is a very subjective subject.  For my personal sites I have always
used my own system but you could look at the ones hosted on
HotScripts.com which give a user rating for each script.

As for creating a blog on your website this is really a separate
question and should really be submitted as one.  The Google guidelines
for a $2 are for a quick answer with a few links:
