A couple days ago I was driving at night and I switched to my high
beams.  Shortly after driving with my brights on, my lights started
going on and off repeatedly.  A buzzing noise was coming from a relay
in my glove compartment.  My owners manual read:

"The headlamp wiring is protected by an internal circuit breaker.  An
electrical overload will cause the lamps to go on and off, or in come
cases to remain off.  If this happens, have your headlamp wiring
checked right away."

I replaced the relay and I am still having the same problem.  This
sounds like it will be pretty pricey just for someone to find a bare
wire or a short.

What I need...   

1997 Chevrolet Blazer headlamp wiring scheme.
Information on this problem and steps to fix it.

From my experience with electric circuits, I can tell you that the
mechanical buzzing of a relay generally indicates that there is a
problem with the relay itself or the supply current to the relay.  It
is likely that the relay, which should be getting a DC supply, is
getting a bit too much AC.  You should check for faulty diodes or caps
near the input to the relay as that is likely the source of the
problem.  If you know how to use a multimeter, you should check the
voltage and current about the relay to see if it exceeds the voltage
rating, or if the level of current is alternating too much.  If this
is the case, you can use the multimeter to track the exact component
which is the source of the problem.

but I did not find a recall for headlight or electrical wiring.  Still searching...

I was looking for recalls because if your vehicle were recalled, you
could get your dealer to hunt for this problem for free, but, sorry,
it looks like there was no recall.

Next I searched auto help websites, looking for reports of similar
problems.  I found

which describes your exact problem with a 95 Blazer, but, alas, no
answer is provided (other than what you're dreading, which is a hunt
for red october through your electrical system):

3. I was driving to TN for a little R & R. It was raining put the
headlights on. I hit the door lock button and there was a clicking
from the side fuse. The headlights were flashing on and off. It was
the silver fuse(can't remember what it is called. If you are looking
at the fuse display it is the silver one on the right side) and it was
hot as hell when I took it out. It would not let me operate the locks
and seats. I put it in a few times and it just keeps clicking. I
replaced it with a new one and it still does it. So now I have it out
and can't operate the seats or the locks.
