VP Cheney has bad-mouthed the potential of a UN role in Iraq. I'm
looking for a quote from Dick Cheney that the UN should not play a
role in the formation of a new government for Iraq. If such a
statement is not available, I would like a Cheney statement that the
UN would not be effective as a mediator/participant in the formation
of a new Iraqi government. |

In my quick research I've not yet been able to find an occasion of the
Vice President saying the UN should not play any role in the formation
of a new Iraqi government.
I did find this: http://www.freerepublic.com/focus/f-news/889391/posts

Mr Cheney also made clear that Washington, and to a lesser extent
London, would have the key role in rebuilding Iraq. That job, and the
creation of a new Iraqi government, "had to reside with the US
government". Though the United Nations and foes of the war would be
expected to be involved with the humanitarian effort in post-Saddam
Iraq, "We don't believe the UN is equipped to play that central role.
It will play a very important role, but the central role will reside
with the coalition," Mr Cheney added.

That is the strongest language I can find. While the UN will have some
part in rebuilding Iraq, it is not equipped to be the main player in
the formation of a new Iraqi government.
Not what you are looking for?

TO: "rain-ga". Very close. My spin on the quote is that Cheney is
saying the UN should be limited to a humanitarian role, with the US
and London taking on the key role of the creation of a new Iraqi
government. However, the later part of the paragraph could be
interpreted as Cheney wanting to give the UN an important role in the
creation of a new Iraqi government. Can you try to find a more
unambiguous statement by Cheney that the UN should not play a role in
creating a new government? The statement should preferably be one
which he made since the start of hostilities, but it could include
anything Cheney said about the UN before the war when he was arguing
against bringing the UN into the issue of what to do about Saddam.
You've done a good job so far, and I hope you can find a second
statement. I got your clarification on Rumsfeld. Hopefully you'll
have some luck finding a statement on the UN by him.

I'm very sorry to say that I'm unable to find exactly what you're
looking for. I've tried HighBeam Research and LexisNexis, the two big
sites that would contain at least a note of such a statement from
Cheney, as well as of course Google, White House transcripts and a few
other archives.
The big problem I'd guess is that Cheney so often lurks in the
shadows, speaking only occasionally, away from the media spotlight.
Harder to track down what he might have said at a small fundraiser or
some similar event, which I believe is the most likely setting for him
to speak so directly on the topic of UN involvement in Iraq.
Sorry, again, that I could not help you. Hopefully another researcher
might have a better idea of where and what to look for.

To rain-ga
You've provided very helpful informatin and I want to pay you the $14.
How can I do it? (Can you send a short reference to the web site in
question as an answer? Would that bring up a menu which would let me
say the question is answered so Google will pay you the $14? I hope
to put the info to good use for the November event. You've been very
helpful. Have you looked for similar statements by Bush and Rumsfeld?
That would be wonderful if you could find something.

You're very kind! I can submit the information as an answer.
I have been searching for quotes and articles on Bush and Rumsfeld.
I've kept the questions unlocked in case someone else, researcher or
commenter, is able to find something. My confidence level is fairly
high in there being a noted occasion of Rumsfeld saying that the UN
shouldn't play a role in forming a new Iraqi government, during the
time that US/UN relations were at their worst. For Bush, not so much
confidence that I or someone else can find something, though I am
searching, concentrating on the months that Bush most frequently
brought up the topic of possible UN "irrelevancy".
