Secretary Rumsfeld has been very negative on the UN role in Iraq.  I'm
looking for a quote from Defense Secretary Rumsfeld that the UN should
not play a role in the formation of a new goverment for Iraq.  If such
a statement is not available, I would like a Rumsfeld statment that
the UN would not be effective as a mediator or participant in the
formation of a new Iraqi government.  The quote should come from a
respected news organization or respected reporter.

In my quick research I've not yet been able to find an occasion of the
Vice President saying the UN should not play any role in the formation
of a new Iraqi government.

London, would have the key role in rebuilding Iraq. That job, and the
creation of a new Iraqi government, "had to reside with the US
government". Though the United Nations and foes of the war would be
expected to be involved with the humanitarian effort in post-Saddam
Iraq, "We don't believe the UN is equipped to play that central role.
It will play a very important role, but the central role will reside
with the coalition," Mr Cheney added.

That is the strongest language I can find. While the UN will have some
part in rebuilding Iraq, it is not equipped to be the main player in
the formation of a new Iraqi government.
