No she hadn't: 

"Heather, 7, now attends the Maryland School for the Deaf. Peter says
she doesn't ask about cochlear implants anymore.

The family controversy over Peter and Nita's decision to not implant
Heather continues. Peter says that he recognizes that cochlear
implants are the right choice for some kids, and hopes that his
parents, brother and sister-in-law will come to respect his family's
decision to not give Heather a cochlear implant."

On the website www.alldeaf.com I found someone commmenting on an
interview of the Artinians family on Tuesday, April 20,2003 by Good
Morning American, which indicated that the family have moved back to
Long Island and that both Nita,the mother, and Heather have gotten the
cochlear implant.  I have neither see the show or gotten the
transcript, so I want to make sure this is true.

hat I could find, though, is that Peter was elected as a speaker in
deaf awareness week 2004. In his description, he describe his children
as two deaf and one hard-of-hearing; and states that he lives now in
New York and works for the Citigroup. So, at least partially the post
is right: the family moved back to NY (though not stated weather to
Long Island or elsewhere)

"Peter Artinian, who is deaf, and was born to hearing parents, grew up
in Long Island, NY. I have a deaf family. My wife name is Juanita
Artinian. We have the three children, which are 2 deaf kids and one
hard of hearing. Heather is 101/2 yr old (in the movie, she was 4 and
half yr old, Timothy is 9 yr old and Christopher is 6 yr old.

Click on "archive". This will take to a page with severals forums(all
forum are in black letter)with subtopics. The first forum is the "main
forum", the second is "deaf life. The "deaf life" forum will have
severals subtopic.Link on to the subtopic "Hearing Aid & Cochlear
Implant topic. This will take you to a page with about 69 subject
lines. Click on to Line 60-Sound and Fury and it should take to a chat

I have found no evidence thereof from any available source except for
that thread on AllDeaf
<http://www.alldeaf.com/archive/index.php/t-2048.html> . That doesn't
mean that it doesn't exist, but that no-one reported it.

However, quiet truthfully, if you had been describing what you wanted
in your question, I am not sure that I would have taken it. I used
many resources only to find hence negative information. Had I known
that you're looking to corrobarate the information in this specific
interview, I would have originally not taken the question.

I enquier further, with further sources.

A Newsweek article was published last year that talked about Heather
being 10 years old and in a play with a speaking part. It casually
mentioned that she was Deaf and used a cochlear implant. The story was
about a children's play that had both children who were hearing and
Deaf included.

Let me see if I can find a link... well, I found a link to a forum

Thank you for this current update of Heather Artinian. I am pleased to
learn that she is adjusting well to her cochlear implants. I hope the
family as a whole (Peter and his deaf family with his brother
Christopher and his family) have come to terms regarding the implants.

Now the entire family = Nita, Heather, and both boys = have CIs. Dad does not.
