What is your background? Are you an engineer? If so, then your
speaking English competency doesn't need to be much better than you
demonstrated in asking the question you posed. I say this because I am
an engineer and I work with people whose speaking competency is not
much higher than what you demonstrated.

Your written English will need to improve a little though. The
cheapest, most efficient way to improve your competency in written
(and spoken) English is to read and write in that language.

If you are an engineer you probably have familiarity with English
technical terms. The next step is to develop the rest of your
vocabulary and grammar by reading novels and magazine articles. Then
write something about what you have read. Have someone who knows
English well look at what you have written and critique it.

If you think about it, this process is the language analogue of
solving problems in mathematics and engineering. So it ought to
improve your competency.
