Are Patrick Duffy's (swimming-)webs in "The man from Atlantis"
permanent or do they only apear as soon as he touches (salt-)water?

According to the excerpts in the following paragraphs and the images
below, it appears that Patrick Duffy had webbed fingers and toes
permanently as he was found on the beach with webbed fingers and toes.
There are also a few images of him on land with webbed fingers.


Background:

?Mark Harris was found washed ashore on a California beach,
unconscious and with a bump on his head. However, lacking lungs and
sporting a pair of gills in his throat -- not to mention webbed
fingers and toes -- it was obvious to oceanographer Dr. Elizabeth
Merrill that he was not quite human.?

WATER BREATHING:
?Mark Harris has gills in his neck to extract oxygen from the water.
He is able to breathe air for up to 12 hours at a time, but must
return to an underwater environment after that time.?

WATER FREEDOM:
?Harris is adapted for movement in the water, possessing webbed hands
and feet. He can move as easily in water as normal humans do on land.
However, due to these adaptations, he has a +2CS to Strength and
