Film festivals are a good option, but there are others.
Kevin Spacey's http://www.triggerstreet.com is a place you can put it
online, have it seen by thousands of people and reviewed by a chunk of
those, all for no fee. If they like the film, they can buy the rights
off you and see it released.
For film festivals, go to http://www.filmfestivals.com and look up the
festivals in your area later in the year. These normally work a few
months ahead of time and have very unique submission and application
methods, so keep in mind that this will take a while - and cost a few
dollars. If you have some success at the smaller festivals, move up to
the larger ones and you'll be right where the buyers are.
Alternately, just put together a synopsis of your film and send that
out to agents, with maybe a few stills from the film itself. If
someone wants to see it, they'll call you. Don't send the film itself
unless you're asked to - it'll just be sent back unopened most of the

Remember, there's literally thousands of films put out there every
year, so unless yours is great, I'd just put it somewhere like
Triggerstreet and see what the response is. You'll get good feedback,
it won't cost you anything, and you'll get exposure that could lead
you to something bigger.
