thought it would be. My research shows that you have several options
to choose from depending on your specific needs. It seems that you
would prefer to get a simple, small yet complete setup with the fryer,
extruder, sugaring station and warmer/display case in a compact unit.

Up to now, churros in California could be sold from mobile carts only
if they'd been pre-made, frozen and then baked in a small oven on the
carts.
With the start of the new year, a California law took effect to allow
churros to be fried fresh at "mobile food facilities," or carts. State
and local public-health officials are working out particulars to
implement AB 1045 by Assemblyman Tim Leslie, RTahoe City, a big fan of
fresh churros.
State health authorities are requiring that churro carts meet the same
standards as restaurants for cleaning and sanitizing utensils and
equipment, including a "three-compartment utensil- washing sink" and
hot and cold running water.
