All the evidence points to the conclusion that your water cooler was

Here's the evidence, which has twists and turns something like a
detective novel, but leads me to the reasonable conclusion that
Sunroc is indeed the manufacturer of your unit.
1. The government's "Energy Star" program rates home appliances for
their energy efficiency. A product list from that organization lists
Sunroc as the manufacturer of water coolers carrying the "Waterboy"
brand. Here is a link to the relevant page of that product list:

You will find the two listings for Sunroc/Waterboy about one-third of
the way down the page.

2. The current model numbers in the Energy Star product list do not
match yours. However, Sunroc clearly manufactured a "CRB" series of
coolers at some time in the past, since those coolers are still being
sold as used or rebuilt units. Here's a link to an example, which,
probably coincidentally, is being offered for sale by a New York
spring water supplier called "Water Boy":

Sunroc is located in Dover, DE, and I have found no other water cooler
manufacturer in that small city;
Sunroc manufactures coolers under the Waterboy brand;
Sunroc has in the past manufactured coolers with used the prefix "CRB
1P" for their model numbers.
Additional information:
Just in case you bought your unit at Sam's Club, the Dover Post
carried the following item on October 23, 2002 about Sunroc's
relationsship with that discounter:
"Sunroc Corp. of Dover, the nation's second-largest water cooler
manufacturer, said it is looking to restore at least 60 jobs it had
eliminated after losing a major contract with Sam's Club to a firm in
Malaysia."
