as well as head of customer service (as non existent as it is)

I feel your pain. If you have a customer service problem (billing,
connectivity, etc.) you will find this method has little luck,
however. (trust me. BTDT)

Here's what I suggest:
Contact your state's Public Utilities Commission and lodge a formal
complaint. After 3 years of customer service problems with my cell
company, only this "last resort" worked in getting results. I
should've called them right away when my cell company screwed me.
Would've saved me 3 years of a pain in the ***.
