The X and O game that you are referring to is a part of one of the two
TV shows run in conjunction with the National Lottery; "Winning
Streak" and "Telly Bingo". I think "Telly Bingo" is the one, but I'm
not sure about that yet.

For Winning Streak, the competitors are people who got 3 stars on
National Lottery scratch cards and posted off their cards to enter.

For Telly Bingo, the competitors are people who have bought Telly Bingo tickets.

Cards can be bought at newsagents, corners shops, supermarkets etc,
but if you are not in the Republic, I don't know if you would be able
to take part.

It's hard to find information about these two programmes on
"www.rte.ie" or "www.lotto.ie", but I didn't have time to do a
detailed search yet.

By the way, it's Radio Telefís Éireann.
