The quick answer: Jerry Seinfeld has said November 2004.
It's great that you asked this at this particular time, because I just
happen to still have on my Tivo Jerry Seinfeld's last appearance on
The Tonight Show with Jay Leno. It was the May 12 '04 episode, taped
in Las Vegas.
Since I recalled that the Seinfeld DVD topic was brought up on that
show, I brought the episode up on the TV and watched the interview
portion of Seinfeld's appearance. I was a bit worried that I may have
stopped recording this interview before the DVD was brought up by Jay,
but luckily for us I was smart enough to record the whole thing.
Below is a "transcript" of Seinfeld's brief comments on the DVD. I
wrote this down by hand, and since my handwriting is absolutely
horrible it may not be 100% accurate. But I'm confident it's accurate
enough to help answer your question.

Leno:Now when's this DVD coming out?
Seinfeld:The DVD of the Seinfeld series which people have been wanting
to see-- the reason it took so long is we wanted to add documentary
footage. Like, every episode you watch now, you see interviews with
the actors, the writers, how the show got made, how the script got
written. So instead of just the episode, you'll get a whole bunch of
other stuff-- extras you call them. But it's going to be unbelievable.
That starts in November.

Although you cannot yet order it, there is a Seinfeld DVD page on
Amazon. Because Amazon does not have a release date listed, I would
take even Seinfeld's words with a grain of salt.

You might be interested in the "Email me when available" box at the
top right. In the "reviews" down at the bottom, you'll find references
to Seinfeld's Tonight Show appearance. But also, you'll notice that
even before Seinfeld's appearance-more than a year before- there was
speculation that Q4 2004 was the likely release date.
One more thing that I'd like to add: Seinfeld didn't tell the whole
story about why the DVD project was taking so long.
Along with the time it takes to add the "extras", there was a rather
nasty royalties dispute among the cast members.

As you'll see in the article, Jason Alexander, Michael Richards and
Julia Louis-Dreyfus had refused to contribute to the bonus material
for the DVD until some sort of deal was worked out. Jerry Seinfeld
himself would make piles and piles of money off of the DVD, while the
3 co stars would get basically nothing. Luckily for Seinfeld fans,
there was a deal that was worked out and everyone has been working on
the DVD.
