If a Certified Public Accountant in the USA moves to Canada, what will
he/she need to do to become the equivalent in Canada?

Dear bubbajack-ga,
There is a general policy which covers all of Canada, but you must
first check with the state in which you intend to first register.

This is the information page from the Chartered Accountants of Alberta
which I recommend you read.

The following would appear to apply to you: 
"There are two avenues by which foreign-trained accountants may become
members of the ICAA. The Chartered Accountant Reciprocity Examination
(CARE) is available only to those who are members in good standing of
an approved foreign accounting organization; application as a foreign
designate must be made to ICAA. All other foreign-trained accountants
must apply with the CA School of Business (CASB)."

It goes on to discuss in detail the reciprocity arrangements with
various US state boards, and the CARE examination.

"CA Reciproity Exam (CARE) 
Foreign-trained accountants who are eligible for reciprocity will be
required to successfully complete the CA Reciprocity Exam. The CARE is
the means by which the ten provincial and two territorial institutes
of chartered accountants in Canada measure the professional
competence, in a Canadian context, of individuals who wish to obtain
the Canadian CA designation."
