I sell a great deal of items in Ebay UK. I also sell a little
memorabilia outside of ebay. I am still a student.When do I start
needed to pay income taxes to the UK government? I profits reach
approxiamtely 4 or 5 thousand pounds per year.

Look here first:
Inland Revenue: Rates and Allowances - Income Tax
http://www.inlandrevenue.gov.uk/rates/it.htm

Basically, deduct £4,700 from your income as your personal allowance. 
Beyond that, you would need to pay tax at the rates shown.  You should
work it out yourself from here, as you know the details of your
situation.

If you're in Australia, you won't need to pay taxes in both countries. 

Try searching with "double taxation Australia" on the Inland Revenue website.
