There is indeed a place you can go to search for website designers and programmers.

The two most popular ones are located here:

These services allow you to search for a person to do your job or for
you to post details of your project and allow people to bid on it. 
They are very popular with employees and employers and have been
running for a number of years now.

In the UK, there is also a smaller site called
http://www.freelancers.net/ which I often visit and look for freelance
work.

A few other locations that I have heard good things about (but not
personally used) are:
