I have a small learn English website in China, and we are trying to
provide our surfers with English audio with transcripts.  We want to
have a variety of different native speakers reading different kinds of
texts.  They could be related to entertainment, business, learning
English, and Chinese related issues.  They should be 2-10 minutes
long.  I don't have a big budget, so I need cooperation with the
content providers, and I need copyright permission to repost,
translate, and use their material.  If you could first tell me what
kind of research you think would be appropriate for this and what
sources would be available, ask me for clarification, and then do the
final research.  Thanks for taking the time, and I will give a good
evaluation.

I don't know if the price is right, I will consider adding money as a
tip if a researher believes that it requires more time.

Here is the entire English language Bible in both text and audio. It
consists of thousands and thousands of words and would make for some
extensive learning of the language. I would guess conservatively that
this source is an example of at least 85-90% of the English language
used in some form. It probably wouldn't be too hard to get permission
to reprint it either.

You asked for my approach to conducting this research. I first tried
looking for audio files with AltaVista and got a few interesting
results. Next, I searched with Google for learning English audio files
and got a collection of websites that offer audio resources. I suggest
that you take a look at these and tell me if I?m on the right track. I
look forward to your clarification.

Firstly, other English learning websites would be unwilling to lend me
their materials, or at least hesitant as they would be our
competitors, like Coca-Cola trying to borrow something from Pepsi's
website.  Secondly it is politically incorrect to use the bible as a
reference for students learning English.  So these two types of audio
would be unnaceptable.  Regular radio shows, with short content, news
broadcasts, any authentic language source would be ok, so long as it's
not too long and has a transcript to accompany it.

I reworded the question to make it clearer.  

Also a few examples that are similare to what I want 

www.loc.gov  The library of Congress has many copyright free
historical documents with transcripts and high quality audio
downloads.

Also, NPR, BBC, and VOA, have some audio with transcripts although the
copyright difficulties would have to be resolved.

Currently we have an English language learning website in China.  We
are trying to provide our web viewers audio in English of a wide
variety of topics; entertainment, issues concerning China, business,
and English language learning.  The audio must have a transcript, and
we must secure copyright permission to use it on our website.  This
audio and transcript must not come from another learn English website.
 It also must not contain inappropriate language, or content which
might offend Chinese sensibilities.  We are trying to find at least 50
sources of such content, and the contact information for the
department concerning copyrights.  Feel free to ask for clarification
before answering this question.
