From Nebraska's DMV webpage, a red handicap permit is a temporary one,
good for only 6 months and may be renewed only ONE time for an
additional 6 months. A blue or permanent permit is renewed every 3
years and must be applied for by having a permanent disability.
In Vermont, it is almost the same thing. The red permit is again a 6
month temporary permit, and the blue is permanent (but lasts for 4
years instead of 3). They also issue a green permit for volunteer
drivers of handicapped people.
