I suggest this as your Latin translation: "Fatalis ab initio." Equally good, in my opinion, is "Fatalis ab origine." "Fatalis" is related to the English words "fate" and "fatal." The word "doomed" can have nuances of meaning, ranging from a neutral description of destiny to fore-ordained disaster; I think this translation embodies the most common meaning of the word, tending toward the negative aspect.
