As you can see there, Mr. Greenspan's full title is "Chairman of the 
Board of Governors of the Federal Reserve System."

As for "who he is." the site to which I referred you contains
biographical information about Chairman Greenspan.

Two interesting facts that it doesn't tell you is that he is married
to Andrea Mitchell, the chief foreign affairs correspondent for NBC
News and that playing jazz clarinet was his avocation as a young man.
