A clipboard on my Windows XP desktop all of a sudden stopped
responsing to Copy, Cut or Paste command, invoked from the menus of
such tools as Notepad, for example, or via shortcuts Ctrl+C, Ctrl+V.
After reboot the clipboard works for a while but then it stops working
again.

An information leading to the repair of this behavior will be accepted
as an answer.

Do you ever use any kind of clipboard-related utilities, such as ClipMate?

Never used any clipboard utilities. Plain vanilla Windows install... I
do, however, run a keystroke macro recorder / player app (VisualTest)
to simulate user interaction with some program (for QA purpose). This
app uses clipboard shorcuts ctrl-c/ctrl-v to scrape data off the
screens and paste it into log file. This app was working just fine
until some moment where all of a sudden the copying and pasting
stopped working...

Have you the System Restore tool enabled in your computer?
In the affirmative, is one Restore point previous to the problem start available?

In fact there was a clipboard utility running on the computer. So
because your idea lead to the elimination of the problem, I would like

Thank you very much for accepting my remark as the answer to your question. 

The reason I asked you about clipboard-related utilities is that my
husband used to experience a situation virtually identical to yours
(at the time, he was running Windows 2000 Pro). My husband is a
professional computer consultant accustomed to analyzing the
interactions among complex systems, but he found this troublesome
symptom very difficult to track to its source. He finally mailed it: a
clipboard utility called ClipMate was occasionally going wonky and
interfering with the editing features of the clipboard.

I'm delighted to learn that I helped you to eliminate your problem!
