Hi. I am from Northern California. Initially money from taxes paid for
education. Then the lottery came to be. Initial plan was to use this
lottery money as an adjuvant with targeted budget money. What happened
is:

The lottery funds education. The budgeted money was redistributed to
the state treasury and reallocated. Few residents voiced any concern.
Given the lack attention and self focus of the majority of people (all
 states), few show interest by action. People do not read or try to
find information by themselves.

Specifically, no. The tuition money goes to the state.
