I wish I could help. more info is probably needed. What election? Where? 

Here is an interesting bit of trivia though:

2000 presidential election: 105 million registered voters voted. (about 50%)

2004 American Idol finale: 61 million votes cast.

This scares me...

No elections were held in 2003 in most locals in the USA. There were
however some state county, perrish, town, village and city election.
If I recall correctly California had an election to recall the
governer and a few others places voted to replace an officer who
resigned or died. Pehaps 10 million persons voted, 50 million choose
not to vote by failing to register, failing to request an absentee
ballot and or failing to show up at the poles or other technicality of
neglect on their part.  Neil

Hi there,
Even though there weren't major federal elections in 2003, there will
eventually be data available for voter turnout.  However, most of the
sources I've consulted stop with 2002, except for a few that look at
localized (state or county-level) statistics.  I think this is
probably because of the time delay in gathering this information and
processing it.  Sorry!
