I checked a number of databases yesterday, and there was nothing there
on your query. But today, it's a different story.
Here is a direct link to a text version of the complaint filed by Hercules:

but it is a very messy OCR rendering of the original letter. To get a
clean version, do the following:
--Head to the search site of the US International Trade Commission,
who is the government body that investigates antidumping complaints in
the US:

--On the left hand side of the page, click on "Public Access" -- this
will take you to Electronic Document Information System (EDIS)
--On the left side of the EDIS page, click on "Search/Retrieval"
--A query page will open up. In the "Full Text..." search box near
the bottom, enter "Hercules" (without qoutes), and press "Search".
--The very first result should be a petition filed 6/9/04 by Hercules,
with the assigned number 731-2377. Click on any of the links in this
first record, and it will take you to a listing of the two documents
that were actually filed, available in both text and PDF format. As I
said earlier, the text is pretty messy. I recommend pulling up the
PDF file, but be warned, it took an extraordinarily long time (about
five minutes!) to load, so be patient.
