I've heard that lots of disturbing reports of major errors and fraud
with Electronic Voting have already happened.

1) Can you find me a collection of such reports?
2) Can you tell me which Senators and Representatives have already
pledged support for H.R.2239 / S.1980 ( Voter Confidence and Increased
Accessibility Act of 2003 )?
3) Can you tell me how to find contact information for all of my
Senators and Representives, so that I can send them snail mail
letters?

There is concern among many groups that e-voting (short for electronic
voting) is ripe for abuse.  Some question using computers at all, for
fear that the computer software could manipulate results.  Others just
want to require that voters have the assurance a vote confirmation
paper trail that could be used in a recount.

A number of stories have fueled concerns about this:
First, and likely the earliest account to raise concerns about
E-Voting is this analysis by Avi Rubin, a computer scientist from John
Hopkins University:

Next is an "admission of wrongdoing" by Diebold, a manufacturer of
electronic voting devices.  It turns out that in all 17 California
counties that used Diebold devices, modified software had been
installed on the machines without certification by state officials,
federal officials, or both.

More recently, Diebold was in the news again, when the company
announced that it will no longer allow its senior executives nor
employees of its elections division to donate to political candidates.
 This is in response to a firestorm that arose when a letter written
by the CEO of Diebold, Walden O'Dell, "committed to helping Ohio
deliver its electoral votes to the president..."

In addition, in California, North Carolina, and Florida, there have
been issues of "missing votes" and other anomolies with electronic
voting machines.
